Who can participate in the balloting of residential plots for CDA sector C-14 Islamabad?

CDA will allot plots of 1 Kanal (50 x 90 Square Feet or 500 Square Yards) in sector C-14 Islamabad through online balloting on January 14, 2025. The ballot for sector C-14 is open to both Overseas Pakistanis and Local Resident Pakistanis – whether an individual or a company. Overseas Pakistanis paying installments in US Dollars will be given preference in the balloting for sector C-14 Islamabad. Application for inclusion in balloting for sector C-14 Islamabad can be submitted from  December 1 to December 30 2024 through online form on CDA website https://myislamabad.cda.gov.pk/user/login .

How has CDA determined prices of residential plots in CDA sector C-14 Islamabad?

CDA has applied a premium of around PKR.10-15 million on average of PKR.45 million open-market price, for 1 Kanal residential plots in sector C-14 Islamabad. Currently buyers must pay the full amount of PKR.40 million to PKR.55 million for a residential plot in sector C-14 Islamabad. These plots are not sold by CDA but the original allottees of plots that were allocated plots by CDA under the land sharing formula. These allotments are prone to fraud since some allottees sell the same allotment to multiple buyers or may obtain a court stay at a later stage for any allotment or transfer related reason. However, the residential plots balloted by CDA are meant to be free of any encumbrance and ready for possession from the committed date after the completion of installments. CDA has capitalized on the no-risk and possession assurance aspects of residential plots directly allotted via ballot in sector C-14 and the ease of installment structure to raise the plot price by a premium of around PKR.10 million. By design of this offering by CDA it is likely that Overseas Pakistanis may apply in greater numbers over local resident Pakistanis. This is because Overseas Pakistanis place more premium over investment in a property that is free of fraud risks and possession uncertainties.

How will successful allottees pay for the installments for residential plots in sector C-14 Islamabad?

There are two components of payment for participating in the ballot of residential plots in sector C-14 Islamabad – Processing Fee and Installments. Overseas Pakistanis will have to pay USD 50 as processing fee for participation in the ballot for sector C-14. However local resident Pakistanis will pay a processing fee of PKR.14,000. The processing fee for the ballot in sector C-14 is non-refundable. Incase of a successful ballot the successful applicant will start to pay in quarterly installments for a total price of PKR.60 million or USD 215,940 (@ PKR. 277.85 per USD as on December 11 2024). Each quarterly installment calculates to PKR. 15,000,000 starting on the receipt of intimation letter from CDA. The first installment will be paid within one month of receiving the  intimation letter from CDA for a residential plot in sector C-14 Islamabad. The fourth and the last installment for sector C-14 Islamabad will be made by the end of the 10th month from the date of the issuance of the intimation letter. A rebate of 10% will be given on lump-sum payment in both USD and PKR for residential plots in sector C-14 Islamabad. The total discount amount calculates to be PKR.6 million or around USD 21,000.

Effective May 7 2025 all allottees of sectors C-13, C-14, C-15, C-16, and C-17 will pay development charges
at the rate of Rs.9000 per square yards. On May 14 CDA reversed this decision.

Investing on behalf of an Overseas Pakistani or a Company

Overseas Pakistanis may depute a person residing in Pakistan to apply for residential plot in CDA sector C-14 Islamabad on their behalf. The local resident Pakistani will need a Special Power of Attorney and a copy of the NICOP of the Overseas Pakistani. The payment must be made in US Dollars.

Applying on behalf of a company requires a Special Power of Attorney or a sealed/embossed  resolution or authorization from the company along with a copy of Certificate of Incorporation or Registration. The payment must be made in US Dollars for companies incorporated abroad.
