
The CDA Board has for the second time decided to bypass the Federal Public Procurement Regulatory Authority’s (PPRA) primary mechanism of open competitive bidding to award the development work for Margalla Enclave Phase – II. This was decided by the CDA Board on May 14 2025. Earlier in September 2024, the Capital Development Authority (CDA) had abruptly abandoned the open competitive bidding process to award the development of Kuri Model Scheme. Eventually in January 2025 CDA and DHA formally launched a joint venture to develop the Kuri Model Scheme of CDA now known as DHA Margalla Enclave.
The Public Procurement Regulations contemplate the open competitive bidding as the primary and preferred mechanism to award contracts by state organizations. This ensures optimal value and complete transparency in the best of public interest. However, the CDA Board has been persistent in opting for secondary procurement mechanisms not meant for frequent use. CDA has yet not demonstrated how avoiding open competitive bidding is better in the public interest with the direct award for DHA Margalla Enclave under Section 42-F of the Public Procurement Rules 2004.

It is difficult to answer if CDA’s opting out of the open competitive bidding process to award town planning and development contracts directly to chosen state organizations, specifically the Defence Housing Authority, is successful or not unless DHA Margalla Enclave delivers on time, within the budget, and generates the promised revenues. CDA and DHA have promised to deliver the project by end of 2027- three years ahead since the award in January 2025.
However, it is reasonable to ask the CDA Board for the rationale to award Margalla Enclave Phase – II without first determining the success of the experimental DHA Margalla Enclave. This decision could have been pended till after one year of the progress of DHA Margalla Enclave. The CDA Board could then have made learnings from the project to craft a better deal for the development of Margalla Enclave Phase – II.
