The Capital Development Authority is selling commercial plots through a property auction at the Jinnah Convention Centre Islamabad on October 17, 18, 19, 20. The auction will start at 10 am every day. Earlier, the CDA had auctioned residential plots in May 2023. This is an update to the original post.

The Capital Development Authority (CDA) has announced the open auction of commercial plots across various key CDA sectors of Islamabad on May 29, 30 and 31. The open auction of commercial plots will take place at the Jinnah Convention Centre Islamabad. The open auction for real estate investment in commercial plots will start at 10 am and continue till the end of the day. These are the safest real estate investment opportunities for Overseas Pakistanis by CDA.
CDA is offering a 5% discount on payment in US Dollars. And an additional 10% discount on total payment within one month.
Overseas Pakistanis residing in Pakistan or living abroad with a valid NICOP are eligible to participate in the open auction of CDA commercial plots. A 5% discount is available on payment in US dollars. Resident Pakistanis are also eligible to participate in the open auction. CDA sold a total of 32 plots for PKR. 37.825 billion on the three days of the open auction out of the 45 plots included in auction.
CDA is offering a variety of 45 plots across various CDA sectors. These commercial plots include plots for construction of commercial buildings like shopping centers and flats, petrol pumps, industrial setup, marquees for setting up of event venues, and class 3 convenience shopping centres. Some CDA Agro Farm plots are also included in the open auction to attract real estate investment by Overseas Pakistanis.
Results of all open auction days for sale of CDA commercial plots in Islamabad
Open auction results from Day 1 Monday May 29 2023:
- CDA sold a total of 5 commercial plots in Islamabad for a total of PKR. 4.75 billion.
- The sold 5 plots include 4 commercial plots and 1 petrol pump plot.
- CDA sold plot number 13-X measuring 700 square yards in CDA sector F-7 Markaz against the highest bid of PKR. 1.7 billion.
- CDA sold plot number 53-E measuring 666.66 square yards in CDA sector I-8 Markaz against the highest bid of PKR. 1.3 billion.
- CDA sold one of the two plots in CDA sector D-12 Markaz, numbered 19 and 19-A, measuring 711.11 square yards each, at the highest bid of PKR. 890 million.
- CDA sold one of the two plots in CDA sector G-10 Markaz, numbered 12-A and 12-B, measuring 177.77 square yards each, at the highest bid of PKR. 273 million.
- CDA sold a petrol pump plot in CDA sector G-9/2 measuring 1227.76 square yards against the highest bid of PKR. 845 million.

- CDA sold a total of 10 commercial plots in Islamabad for a total of PKR. 13.75 billion.

How to participate in the CDA auction of commercial plots in Islamabad?
Terms of lease for CDA commercial plots in Islamabad
CDA is offering allotment of commercial plots on leasehold basis for an initial term of 33 years extendable to a second and third terms of 33 years. This means that the lease of CDA commercial plots will be extendable to a total of 99 years. The terms and conditions will be updated at the beginning of each new term of the lease.
When and where is the open auction of CDA commercial plots happening?
CDA is holding the auction at Jinnah Convention Center, Islamabad for three days on May 29-31, 2023. The auction will start at 10am every morning and continue till the end of the day.
CDA is also planning on selling plots in sector C-14 and sector C-16 Islamabad.
Where can investors go for payments and plot possession and building approvals?
CDA has setup a one window facility for all the processes related to application for participation in the open auction. This CDA one window facility will accept payments, process possession of plots, process approval of building plans and address all related queries. The CDA one window facility for the auction of CDA commercial plots is located at Auction Cell (Estate Management II), CDA Facilitation Centre, G-7/2, Islamabad. The facility will also be available at the Jinnah Convention Centre, Islamabad on May 29-31, 2023.

Who is eligible to participate in the open auction for CDA commercial plots in Islamabad?
The CDA open auction for real estate investment into commercial plots in Islamabad is open to the following parties:
- The CDA commercial plots Islamabad auction is open to all Overseas Pakistanis, residing in Pakistan or abroad, on the provision of valid NICOP. The auction is also open to resident Pakistanis with a CNIC.
- The CDA commercial plots Islamabad auction is open to companies/firms and societies registered in Pakistan under the relevant laws.
- Foreign nationals and companies can also participate in the CDA commercial plots auction with the prior permission from the Ministry of Interior, Government of Pakistan.
- Token money for CDA commercial plots must be paid to become eligible. Token money is separately mentioned for each commercial plot. These tokens are available on providing pay-orders in denominations of PKR 10 million, 20 million, 30 million, 50 million, and 100 million. These tokens are available from the Auction Cell (Estate Management II), CDA Facilitation Centre, G-7/2, Islamabad. The applicant must meet all the documentary requirements and submit the prescribed application. Tokens will also be available at Jinnah Convention Centre on May 29-31 and may be purchased before the start of the auction for CDA commercial plots in Islamabad.
- Tokens used in successful bids for CDA commercial plots will be adjusted in the first installment and cannot be used in any other bids. All unsuccessful tokens can be used for subsequent bidding. Unsuccessful tokens will be returned to the token-holder upon completion of the auction bidding process. Successful bidders will need to obtain additional tokens to participate in the bid for additional plots.
- If any person intends to participate in the auction on behalf of another person, company, firm, or society, he/she will have to submit a special power of attorney at the time of purchase of token or a sealed (embossed) resolution or authorization from the company, firm or society authorizing him/her to participate in the auction on its behalf along with a copy of certificate of incorporation or registration from SECP.
