CDA is developing four new residential sectors C-13, C-14, C-15, and C-16 along the newly opened Margalla Avenue as a new record development after many years of delays.

The CDA sectors C13, C14, C15, and C16 are the latest residential sectors along the brand new Margalla Avenue. Sector C13 is the smallest CDA sector and C16 is the largest CDA sector on Margalla Avenue. All the sectors C13, C14, C15, and C16 lie at the foothills of the beautiful Margalla Hills. This will make for a record residential development by CDA over the last few decades – if all goes as planned.

The brand new Margalla Avenue has already created a lot of excitement along the approximately 10 kilometers stretch from CDA sector D12 to the G.T. road. Also known as Margalla Expressway, this multi-lane road runs at the foothills of the iconic Margalla Hills. Margalla Avenue is the second and the latest highspeed corridor connecting Islamabad city with the new westward expansion of the Capital City.
Why CDA is not developing sector C-13? Will C-13 be the new Blue Area of Islamabad?
CDA has sizable commercial gains tied up with the development of sectors C-13, C-14, C-15 and C-16. The development work is already underway in sectors C-14 and C-15. Sector C-13, being the smallest with a few hundred Kanals in size is also expected to see development start along with other sectors. In the meanwhile, CDA has also approved the revised layout map for sector C-16 in the third week of April 2023. The revised map for sector C-16 is not published on the CDA website and is yet to be made public by CDA.
CDA is planning on offering Overseas Pakistanis residential and commercial plots in CDA sectors C-14 and C-16 of Islamabad.
The Capital Development Authority, not known for timely development of residential sectors, has made positive announcements for the development of sector C-16. CDA has announced that it’s Enforcement Wing and Land Directorate have successfully carried out an anti-encroachment drive to remove illegal structures and an illegal Afghan Refugee settlements on the land for sector C-16. Further, the CDA has announced that it has resolved planning and survey related issues for sector C16 and a detailed development plan and timeline has been prepared by the Engineering Wing of CDA. However, CDA has not yet released the details of development timelines for sector C-16. Reportedly, there are 2500 residential plots, Class-3 shopping centers (local market with convenience stores) and a main Commercial Markaz to serve the needs of the sector’s residents. The details will be known only once the revised layout map for sector C-16 is released by CDA. The Capital Development Authority will soon invite tenders to commence the development work on sector C-16.
Overseas Pakistanis will have real estate investment opportunity in CDA sector C-14 and sector C-16 through open-auction by the CDA. An announcement is expected by CDA detailing the number and location of commercial and residential plots in sector C-14 and sector C-16 anytime after May 15, 2023. The Margalla Avenue has already witnessed a rise in traffic since it’s opening to the public early in 2023.
