The development work in CDA sector C-15 Islamabad has stopped since October 2024 because of the dispute between the land owners and CDA. The affected land owners have not been fully compensated by CDA for their built-up property since its announcement in 2016. In late 2023 and early 2024 CDA had announced to settle all claims of land affectees in sectors C-14, C-15, and C16. However, the built-up property owners have not been fully compensated to date as on December 18, 2024.

The status of development in CDA sector C-15 Islamabad is currently stalled. Almost 40% of the earthwork for roads in sector C-15 Islamabad has been completed. The remaining 60% of sector C-15 is untouched. The earthwork of roads has only one significance in this case that it indicates possession of land along the road network. There are still pockets of built-up property (BuP) in sector C-15 Islamabad that obstruct right-of-way for roads.
What are the problems between affected land owners of sector C-15 and the CDA?
The main problem between affected land owners and CDA in sector C-15 Islamabad is the challenge in determining fake claimants from the genuine claimants.

CDA had announced the land award for sector C-15 in the year 2008. The total land in sector C-15 spans 3,000 Kanals. In December 2014, CDA took possession of over 1,500 Kanals against the land award. CDA had expected to acquire the remaining 1,500 Kanals of land by January 2015. However, by December 2014 CDA had not decided on the compensation rates for constructed buildings also known as the built-up property (BuP).
Built-up property (BuP) claims from CDA sector C-13 are also to be settled in sector C-15 Islamabad.
After a long delay of 8 years the BuP award was announced in 2016. By this time many illegal buildings were constructed on the land of sector C-15 Islamabad. This created further complications for CDA to finalize the BuP award. In 2016, the Deputy Commissioner CDA placed about 520 people on the award list. Then in 2023 the Deputy Commissioner CDA placed an additional 287 people on the BuP award list. In 2023 the Deputy Commissioner CDA also barred late claims against the earlier BuP Award in 2016. Since 2023 the pool of unapproved claimants have kept CDA from carrying out smooth development of sector C-15 Islamabad. These claimants together with the connivance of other locals and by exerting pressure on even the clean claimants keep CDA from taking peaceful possession of the land in sector C-15 Islamabad. They use tactics like harassment of CDA staff and court stay orders to halt development work by CDA.
When will CDA resolve issues of land possession in sector C-15 Islamabad?
The CDA has not announced a date for full possession of land in sector C-15 Islamabad. However, a legal court decision by the Islamabad High Court may enable CDA to resolve the issue of BuP award in near future. The Islamabad High Court has ordered the CDA to settle the BuP award with cash payments and discontinue the practice of allotment of 5 Marla plot in settlement of BuP claims. This order by the Islamabad High Court will discourage fraudulent elements from erecting illegal BuP to lay their hands on valuable developed 5 Marla plots. If CDA makes all effort to implement the order by the Islamabad High Court the BuP award issue of sector C-15 can be resolved by March 2025 or earlier.
